IT Systems Implementation : The National Lottery Company : Internet & Mobile

Background
The National Lottery initiated a strategic project to provide an online platform that would enable it to offer both draw and instant games on the internet and via mobile phones.

The Team
The core project team consisted of National Lottery staff, including Senior Execs, a primary technology supplier, an internationally recognised testing company, as well as other third-party suppliers offering specialist advice including balancing and audit capabilities and online payments expertise.

The project team was internationally based, with GTECH development taking place in Poland, and testing in the US ( performance & anomaly) and Finland (compatibility & security) . The UAT was provided by Tescom, based in both Dublin and London.

Pinnacle Role
The National Lottery selected Pinnacle to project manage the delivery and implementation of the Internet & Mobile Games project.

The Work Content
Major elements of the programme included:

Developing detailed business and technical requirements for the platform and online games
Managing the third party provider selection process from development of RFP, short listing, contract negotiations and contract signing
Developing and agreeing project plans with the third party providers, (GTECH and Tescom) and the key National Lottery Company business users
Managing the third party providers and internal National Lottery Company IT & Marketing teams to complete the development work as per the agreed specifications and plan
Managing the testing phases of the new system including functional, system, security, performance, compatibility, anomaly, regression and user End to End testing (E2E), including the design, documentation, and adoption of a new “National Lottery Company Test Process”
Providing progress updates via a weekly session with the National Lottery Company CEO and steering meetings with the National Lottery Company Board
Management of various legal and regulatory issues associated with launching a new channel in a tightly regulated environment
Ensuring the business was operationally ready for the new channels.

The Results
The following results were achieved:

The project was completed on time and within its original budget
Development of new Standard Testing Methodology for the National Lottery Company
Compliance with both ISO 27001 and World Lottery Association (WLA) certification post audit in September 2007
Improved Finance and ‘Balancing’ framework across legacy and new National Lottery Company Systems
New technology capability developed with National Lottery Company.
